HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME PROGRAM)

The Home Investment Partnerships Program or HOME Program was created by the National Affordable Housing Act of 1990. The purpose of the HOME Program is to increase the supply of safe, decent, sanitary, and affordable housing for low and very-low-income households. HOME also seeks to expand the capacity of nonprofit housing providers, strengthen the ability of state and local governments to provide housing; and leverage private-sector participation.

Communities can use HOME funds to fund a wide variety of housing activities for low- and very low-income families.  The City of Passaic currently has two different programs available:

1) The First Time Home Buyer Program - Program that assists City of Passaic residents, with low income, to buy a home in the City of Passaic.  This program is operated by the Passaic Affordable Housing Corporation.  For more information and eligibility requirements, please contact (973) 365-1873.

2) The Housing Rehabilitation Program - Program that assists City of Passaic residents, with low income, fix their 1-4 family homes; at least one of its units must be occupied by the homeowner.  This program is operated by a consulting firm.  For more information and eligibility requirements, please contact (800) 619-9979.

In addition to these two programs, the City of Passaic works with special non-profit organizations called Community Housing Development Organization (CHDO) to develop new housing.

In the execution of these activities, participating jurisdictions and fund recipients are governed by HOME Program regulations, which can be found at CFR 24 Part 92. Furthermore, participating jurisdictions must ensure that, in addition to HOME Program regulations, all other requirements for the use of Federal funds are being met in the activities undertaken.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

The Community Development Block Grant or CDBG Program is authorized by Title I of the Housing and Community Development Act of 1974, as amended, and provides annual grants on a formula basis to entitled metropolitan cities and urban counties to implement a wide variety of community and economic development activities directed toward neighborhood revitalization, economic development and the provision of improved community facilities and services. CDBG activities are initiated and developed at the local level based upon a community’s perceptions of its local needs, priorities, and benefits to the community. Each entitlement grantee receiving CDBG funds is free to determine what activities it will fund as long as certain requirements are met, including that each activity is eligible and meets one of the following broad national objectives: benefit persons of low and moderate income, aid in the prevention or elimination of slums or blight, or meet other community development needs of particular urgency.

The City of Passaic uses CDBG funds to provide assistance to a number of different non-profit organizations that provide service to low-income city residents.  For more information on how you can apply for CDBG funds, please call the Community Development Department at (973) 365-5641.

Eligible Activities:
See 24 CFR 570.201-206. Eligible activities include acquisition/disposition of real property; public improvements and facilities (e.g., senior citizens center, recreation center, day care center); clearance; public services (e.g., child care, health care, job training/education programs, recreation programs, drug abuse counseling/treatment, and services for homeless persons); interim assistance; relocation payments/assistance; rehabilitation of residential, commercial/industrial, or other nonprofit owned, nonresidential buildings; historic preservation; lead based paint hazard evaluation and reduction; code enforcement; special economic development; assistance to microenterprises; homeownership assistance; urban renewal completion; technical assistance to increase capacity of public/private non-profits; assistance to institutions of higher education; and program administration costs related to planning and execution of CDBG assisted activities. Eligible activities may be carried out by the grantee, or through the use of contractors or subrecipients, or through the use of Community Based Development Organizations (CBDOs) as defined at 24 CFR 570.204. A CBDO may carry out activities that are eligible and those that are otherwise ineligible, such as new housing construction, as provided at 24 CFR 570.204(b) and 570.207(b).
