Permits
The Division of Engineering is responsible for the oversight, regulation, and inspection of all activities taking place within the municipal public right-of-way. This includes, but is not limited to, encroachments, utility work, infrastructure repairs, removals, new construction, and physical improvements.

To ensure safety, accessibility, and compliance with municipal standards, the Division issues permits for a variety of activities within the public right-of-way, including:
Construction/Encroachment Permits:
Required for work that involves altering or temporarily occupying any portion of the public right-of-way, such as:
- Sidewalk and/or Curb Construction
- Driveway apron construction or widening
- Dumpster Placement
- Parking Meters Permit
Road Opening/Road Access Permits:
Required for work that involves accessing or disturbing the street or underground infrastructure. This includes:
- Sidewalk/Roadway Obstructions or Occupancy
- Storm or Sanitary Sewer Connections
- Road Excavations (street openings)
- Trenching
Seasonal Outdoor Seating Permit
All permit applications are subject to review and approval in accordance with applicable City ordinances and engineering standards.
WINTER MORATORIUM PERIOD
NOVEMBER 15 - APRIL 1

All permit applications and required documentation must be submitted to the Passaic Division of Engineering. Applications submitted during the Winter Moratorium Period must include a formal request letter addressed to the City Engineer, clearly outlining:
- The purpose of the proposed work;
- Justification for performing the work during the Winter Moratorium Period; and
- The estimated completion date.
All applications will be subject to review and approval by the City Engineer. A minimum of two (2) business days is required for processing. If approved, an Official Approval Letter will be issued, detailing the required safety and performance measures for the proposed street or sidewalk work.
